STRUCTURING AND IMPLEMENTING A STANDARD OPERATIONAL PROTOCOL FOR APPLYING THE FUNCTIONAL CLINICAL VULNERABILITY INDEX-2020 AND MANAGEMENT OF THE COVID-19 MONITORING BANK AT APAE/CER II IN UNAÍ - MG

Abstract

The recent global scenario places us in a position of fragility and uncertainty because of the COVID-19 pandemic, which will have long-term implications for the health of the population that extends beyond the pandemic, especially for people with disabilities, because of systematic invisibility. This paper discusses the preparation and implementation of a Standard Operating Protocol (SOP) for the application of the Functional Clinical Vulnerability Index-2020 and COVID-19 Monitoring Bank Management at APAE/CER II in Unaí–MG. A Standard Operational Protocol and Data Monitoring Database were developed between March and May 2021. Its preparation took place among the team, through meetings and discussions, following the constructive line of evidence-based health, and it was presented and implemented on May 2021 in a Permanent Education process. The SOP, besides instructing the organization and standardization of procedures, will allow measuring the degree of clinical-functional vulnerability, assess the impact of the COVID-19 pandemic and social isolation on users already monitored, measure the user's clinical-functional vulnerability, and will also identify whether this user has a temporary or permanent disability, whether or not it is functional. Care and attention procedures must consider that the approach to a disability must be global. The instruments proposed and in use at APAE can contribute to creating data that help change the ways of facing disability, enabling a new look at this reality after COVID-19.
